Some Pharisees came and tested him by asking, “Is it lawful for a man to divorce his wife?” “What did Moses command you?” he replied. Vs. 2-3

God’s Definition of Marriage:

1 united with 1 for 1

‘For this reason a man will leave his father and mother and be united to his wife, and the two will become one flesh.’ So they are no longer two, but one flesh. Therefore what God has joined together, let no one separate.” Vs. 7-9

When they were in the house again, the disciples asked Jesus about this. He answered, “Anyone who divorces his wife and marries another woman commits adultery against her. And if she divorces her husband and marries another man, she commits adultery.” Vs. 10-12

when Divorce is Biblically Permitted

I tell you that anyone who divorces his wife, except for sexual immorality, and marries another woman commits adultery.” Matthew 19:9

2.  by an Unbeliever

If any brother has a wife who is not a believer and she is willing to live with him, he must not divorce her.  And if a woman has a husband who is not a believer and he is willing to live with her, she must not divorce him. But if the unbeliever leaves, let it be so. The brother or the sister is not bound in such circumstances 1 Corinthians 7:12,13,15

“Let the little children come to me, and do not hinder them, for the kingdom of God belongs to such as these. Truly I tell you, anyone who will not receive the kingdom of God like a little child will never enter it.”  Vs. 14-15

As it is written: “There is no one righteous, not even one; there is no one who understands; there is no one who seeks God. All have turned away, they have together become worthless; there is no one who does good, not even one.” Therefore no one will be declared righteous in God’s sight by the works of the law, But now apart from the law the righteousness of God has been made known, to which the Law and the Prophets testify. This righteousness is given through faith in Jesus Christ to all who believe. There is no difference between Jew and Gentile, for all have sinned and fall short of the glory of God, and all are justified freely by his grace through the redemption that came by Christ Jesus.  Romans 3:10-13, 21-24
